Catherine McKenna
Founder and Chief Executive Officer
Catherine McKenna is the Founder and Chief Executive Officer of Climate and Nature Solutions. She is Canada’s former Minister of Environment and Climate Change and former Minister of Infrastructure and Communities. She is Chair of the UN Secretary-General’s High-Level Expert Group on Net-Zero Commitments for companies, financial institutions, cities, and regions. Catherine founded Women Leading on Climate and hosts its new podcast. She is a member of Temasek’s Global Sustainability Advisory Panel and Singapore’s International Advisory Panel on Carbon Credits, and is a Visiting Professor in Practice at the Grantham Institute at the London School of Economics. She serves on the advisory boards of several private sector companies and is a frequent global speaker on climate action, net-zero leadership, and women’s empowerment. Catherine was named a Chevalier of the Légion d’Honneur by the French government, an Honorary Fellow of the Royal Canadian Geographical Society, and holds an honorary Doctor of Science degree from McMaster University. She is the author of Run Like a Girl, a memoir about ambition, resilience, and fighting for change. She is a mother of three children and an avid open-water swimmer.

As Canada’s second-longest serving Minister of Environment and Climate Change, Catherine was a lead negotiator of the Paris Agreement, including Article 6 on carbon markets. She led the development of Canada’s first comprehensive climate plan, which included a national coal phase-out with a just transition strategy, cross-country methane regulations, and a price on carbon pollution — a policy upheld by the Supreme Court of Canada. She introduced Canada’s Impact Assessment Act, strengthening environmental protections, advancing reconciliation with Indigenous Peoples, and enabling faster, more predictable project reviews. She doubled the amount of land and oceans protected in Canada in partnership with Indigenous communities, including negotiating with the Government of Nunavut and the Qikiqtani Inuit Association to protect Tallurutiup Imanga — the largest marine conservation area in Canadian history — alongside major investments in a deep-sea port in Qikiqtarjuaq and two new small craft harbours. She also launched the Indigenous Guardians Program.
Internationally, Catherine led Canada’s climate and environmental diplomacy. She helped establish the Powering Past Coal Alliance, the Ministerial on Climate Action, and the Nature Champions Summit. She served as Chair of the Climate and Clean Air Coalition, Co-Chair of the World Bank’s Carbon Pricing Leadership Coalition, Co-Chair of the World Economic Forum’s Working Group on the Environment and Natural Resources, and Vice-Chair of the China Council for International Cooperation on Environment and Development (CCICED).
As Minister of Infrastructure and Communities, Catherine oversaw more than $100 billion in infrastructure investments across Canada. She helped design and implement Canada’s post-COVID “Build Back Better” plan, delivering historic investments to restart the economy. She negotiated the largest transit deal in Canadian history — $12 billion in federal funding for Greater Toronto subway expansions and the Hamilton LRT. She restructured the $35 billion Canada Infrastructure Bank to better leverage private investment and expanded its Indigenous investment mandate to $1 billion. She oversaw major national infrastructure projects including the Gordie Howe International Bridge, the Champlain Bridge, and Waterfront Toronto, and led work that advanced the development of high-speed rail between Ontario and Quebec. She launched Canada’s first National Infrastructure Assessment to establish a long-term vision for the country’s infrastructure needs including how to fund and finance it. She worked directly with Indigenous communities to close the infrastructure gap and directed that a minimum of 10% of all new Infrastructure Canada program funding be invested in partnership with them.
Prior to entering politics, Catherine practiced corporate, trade, and competition law at leading firms in Canada and Indonesia. She served as lead negotiator on the Timor Sea Treaty with the UN Peacekeeping Mission in East Timor. She founded Canadian Lawyers Abroad (now Level Justice) and taught in the Master of Global Affairs program at the Munk School of Global Affairs and Public Policy at the University of Toronto. She studied at the University of Toronto, the London School of Economics, and McGill University Faculty of Law, and is called to the Bars of Ontario and New York.

Jane McDonald
Vice President
Jane McDonald is the Vice President of Climate and NatureSolutions. She joins the team having led two of Canada’s major sustainable economy think tanks, Smart Prosperity and the International Institute for Sustainable Development (IISD). She began her career in the private sector, launching new environmental markets at New York investment bank Cantor Fitzgerald where she brokered some of the first-ever carbon credit deals between large energy companies and international projects. She then directed a successful advocacy effort to have renewable electricity from major Canadian utilities included in President Obama’s Clean Power Plan.
Jane is currently a Director of The Transition Accelerator, a Canadian organization advancing practical pathways for decarbonization and economic competitiveness, and advisor to Business Future Pathways, working on transition planning guidance and Canada’s transition taxonomy.
Internationally, she is an advisor to the Task Force on Net Zero Policy and a delegate to the Net-Zero Data Public Utility, the world’s first global repository for private sector climate transition-related data freely accessible to all.

From 2015-2106 she served as Policy Director in the office of Canada’s Minister of Environment and Climate Change, through the signing of the Paris Agreement, the adoption of a national climate strategy and the implementation of a national price on carbon pollution.
In Canada she served as a member of Canada’s Generation Energy Council, which produced the first energy vision for Canada consistent with the country’s climate goals, and the Farmers for Climate Solutions Task Force. In 2020, she joined an independent group of Canadian finance, policy and sustainability leaders who formed the Task Force for a Resilient Recovery, publishing a roadmap for a long-term COVID recovery strategy to keep Canada competitive in the fast-growing global clean economy.
Outside of her work, Jane has taught as an Adjunct Professor of Environmental Finance at the University of Toronto, served on the board of many non-profits, is a 2007-2008 Action Canada Fellow and a 2024 winner of the Clean50 Award.
Serena Rourke
Climate Associate
Serena is a dynamic climate professional with experience in both the private and public sectors. She has worked with climate technology and consulting companies, contributing to product development for climate risk management and carbon market intelligence tools, and has advised organizations on climate strategy, disclosure, and carbon project development.
Her extensive experience in climate policy and related regulatory standards has allowed her to work with a global clientele.

Prior to working in private sector advisory roles, Serena worked for the Canadian federal government at Environment and Climate Change Canada (ECCC) and Global Affairs Canada (GAC). While at ECCC, she worked on sustainable finance, green bonds, carbon pricing, and border carbon adjustments.
At GAC, she helped to negotiate environment chapters for multiple free trade agreements.
Serena holds a B.A. (Hons.) in Political Studies and Economics and an M.A. in International Affairs with a focus on global public policy.
Tejah-Mae Davis
Communications Associate
Tejah-Mae Davis is a communications professional focused on amplifying climate action through storytelling and digital engagement. With more than four years’ experience in public relations and strategic communications across non-profit, corporate, and government sectors she leads content creation and campaign management at Climate and Nature Solutions.
She is skilled in developing and managing multi-platform strategies, social media, and digital content to engage audiences and support advocacy—brining her expertise in analytics, copywriting, video editing and graphic design, and is adept at stakeholder engagement, community building, and navigating fast-paced project environments.
Known for an inclusive approach and attention to detail, Davis is committed to creating clear and impactful communications that drive action and support progress on climate and nature issues.
